Sailing yachts with foiling technology make 2x use of lift forces. Wind in the sails provides speed. The water speed over the foil fin under the boat causes the boat to lift out of the water. As a result, there is less drag, and the boat can go even faster.
The wings of the flag turbine provide lift force in the same way.
